Bihar Election 2025: 31% turnout by 11 am, PM Modi urges youth to cast their votes and also inspire others

The second and final phase of the Bihar Assembly polls began across 122 constituencies on Tuesday, with over 3.7 crore voters deciding the fate of 1,302 candidates amid tight security and claims of a historic turnout.

The second and final round of the 2025 Bihar Legislative Assembly Election has already begun. In the second phase, candidates are fighting fo 122 Assembly seats spread across around 20 districts.

According to the Election Commission of India (ECI), polling is being held at 45,399 polling stations, of which 5,326 are in urban areas and 40,073 in rural areas.

More than half of the electorate which is at least 2.28 crore voters are aged between 30 and 60 years; only about 7.69 lakh fall in the 18-19 years bracket, while the total number of women voters in these 122 seats is approximately 1.75 crore.

In the first phase (6 November), the state recorded a historic turnout of 64.66%, the highest in Bihar’s history.

What’s at stake?

The 122 seats up for grabs span regions including Magadh, Mithilanchal, Seemanchal, Shahabad and Tirhut. Out of them, 101 are general seats, 19 reserved for Scheduled Castes (SC) and 2 for Scheduled Tribes (ST).

The ruling National Democratic Alliance (NDA), led by Nitish Kumar’s party and its allies, faces a crucial test here especially in Magadh and Shahabad where, in the previous Assembly election, the NDA won only eight out of 48 seats.

Early turnout & key statements

As per The Hindu, by 11 a.m., the voter turnout had reached 31.38% across the state. Kishanganj district led with 34.74%, while Madhubani trailed at 28.66%.

Prime Minister Narendra today posted on X saying, “Today is the second and final phase of voting in the Bihar Assembly elections. My request to all voters is that they participate actively in it and create a new record for voting. I have a special appeal to the young companions of the state who are going to vote for the first time that they should not only cast their vote themselves but also inspire others to do so.”

Speaking to ANI, Ajay Alok, national spokesperson of the BJP said,“Today is the final voting day of the second phase. I appeal to all the people of Bihar to come out in large numbers… The NDA government will be formed with more than two-thirds majority. There is no doubt or suspicion in this.”

On the other side, K. C. Venugopal, Congress General Secretary wrote on his X, “There’s a palpable sentiment against the NDA, and the people are yearning for a change so that the poor, marginalised and youth of Bihar can see their aspirations being fulfilled and lives being transformed. We urge all the voters in Bihar to come out in large numbers and vote for a pro-people, inclusive government.”

A minor clash between supporters of different parties was reported near a booth in Nawada’s Warisaliganj area, though officials said the situation is under control and voting is going smoothly.

Final push

Polling began at 7 a.m. and will continue till 5 p.m. This phase could determine the fate of multiple ministers and senior leaders from both alliances. With high stakes, tight security and ambitious turnout targets, the 11 November exercise will shape Bihar’s political map for the next five years.
