Valid visa fails to secure US entry for referee Omar Artan: What is the reason?

Award-winning Somali referee Omar Artan was denied entry into the United States despite holding a valid visa, after CBP cited undisclosed vetting concerns ahead of the World Cup.

Omar Artan was refused entry into the US by Customs and Border Patrol when arriving at Miami International Airport on June 6 despite having a valid visa ahead of the FIFA World Cup and playing his role as a referee.

FIFA has announced that Artan would not be allowed to participate in the preparation for the tournament nor officiate any game due to issues regarding his immigration status.

What is the reason behind Omar Artan's denial by the CBP?

According to US Customs and Border Protection (CBP), Omar Artan went through secondary inspection after arriving in Miami from Turkey, a routine step when officers need to verify information or check admissibility.

Following the review, he was deemed inadmissible due to “vetting concerns” and denied entry. CBP did not disclose specific reason, noting that all travellers, including World Cup officials, athletes, and staff, are subject to inspection upon arrival. “CBP officers have the authority to question travellers and determine admissibility consistent with U.S. law,” the agency stated.

FIFA keeps a distance from the immigration decisions of the US

FIFA acknowledged the situation but emphasised that it has no control over a host country’s immigration decisions.

“FIFA is not involved in visa processes, and we have been informed that Mr Artan’s status will not change at this time,” the governing body said in a statement. "In line with previous FIFA events, a host government ultimately determines who receives a visa and who is admitted into their country," it added.

Omar Artan is one of Somalia’s most prominent football officials and the country’s only referee selected for the FIFA World Cup, which brought a major milestone for Somali football and African officiating on the world stage.

He was recently named Africa’s Best Referee for 2025 at a CAF ceremony in Morocco, adding to his growing reputation for handling high-profile matches, including in the CAF Champions League.

According to the CSR Journal, Omar Artan’s absence is expected to affect the quality of refereeing at the tournament, as the award-winning official is widely regarded as a key figure in the sport.
