The Election Commission of India's press conference on 27 October marked the beginning of Phase-II of the Special Intensive Revision or also known as SIR, across 12 states/UTs. During the period of the next couple of months, representatives from the ECI will visit from home to home, distributing the enumeration form for the purpose of updating the electoral roll.
States and UTs that come under the SIR Phase-II
Following Bihar's SIR result in Phase-I, this time the states and UTs that will fall under Phase-II are -
Andaman & Nicobar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal. In this Phase-II, the Election Commission of India is aiming to update the names of almost 51 Crore voters in the voter list.

What to do with the SIR form?
The SIR form or also known as the enumeration form, will be distributed amongst the people of the 12 States and UTs. Through which voters will be able to send the updates to the ECI for an updated electoral roll. Here's how to fill the enumeration form -
Every form will already have the individual voter's old photograph printed on it. In the space beside that old photograph, the voter needs to paste their current photograph.
The commission will print each form with the specific voter's QR code, assembly constituency, booth number, and voter list part number. The voter must also mention their date of birth, mobile number, and Aadhaar card number.

The applicant must write the names of father, mother and, in case of married women, husband's name along with their EPIC card numbers. If the guardian's name was in the voter list of 2002, the last time when SIR took place in West Bengal, then mention their name in the voter list, relationship, voter card number if available, district and state name.
Mention the name of the assembly constituency where you and your guardian were voters during the last SIR, along with the part number and serial number. Sign on the form or put a thumbprint with the left thumb.

If the voter is not at home when submitting the form to the BLO, another family member-voter can submit it to the BLO on their behalf. However, the family must mention their relationship with the applicant.
Even if applicants fill out and submit the form without any supporting documents, their names will appear in the draft voter list. Later, the ERO may call for a hearing if they deem it necessary, and the applicant can submit the documents then.
