President’s Rule officially over in Manipur as assembly session convenes today

Manipur Assembly to meet on February 5 after President’s Rule ends. New CM Yumnam Khemchand Singh chairs first Cabinet meeting, sets legislative calendar.

Manipur Governor Ajay Kumar Bhalla has summoned the seventh session of the 12th Manipur Legislative Assembly to convene at 4 pm on Thursday, February 5, 2026, marking the formal resumption of legislative business after nearly a year of President’s Rule in the state.

An official order issued late Wednesday night stated that the session will be held in the Assembly Hall in Imphal. The notification cited the Governor’s powers under Article 174(1) of the Constitution of India. A meeting of the Business Advisory Committee is expected to take place an hour earlier, at 3 pm, to finalise the agenda for the session, according to officials familiar with the schedule.

The development comes a day after Yumnam Khemchand Singh was sworn in as Manipur’s new chief minister, ending 357 days of central rule. Singh took the oath of office on Wednesday at Lok Bhavan in Imphal, hours after the Union Ministry of Home Affairs revoked President’s Rule in the state.

First Cabinet meeting sets legislative calendar

Soon after the swearing-in ceremony, the newly constituted Manipur cabinet held its first meeting on Wednesday evening at the Cabinet Hall of the Chief Minister’s Secretariat in Imphal. Chaired by Khemchand Singh, the meeting decided to convene the Assembly session the very next day, signalling an early return to legislative functioning.

The meeting was attended by Deputy Chief Minister Losii Dikho, cabinet ministers Govindas Konthoujam and Khuraijam Loken Singh, Advocate General Hijam Lenin Singh, Chief Secretary Puneet Kumar Goel and Principal Secretary Arun Kumar Sinha.

In a post shared on social media, the Manipur government described the meeting as the beginning of “collective decision-making and governance” under the new leadership. Officials said the early convening of the Assembly was aimed at restoring normal political processes after months of administrative control from the Centre.

Manipur had been under President’s Rule since February 13, 2025, following the resignation of then chief minister N Biren Singh on February 9 last year. The 60-member Legislative Assembly, which has a tenure until 2027, was placed under suspended animation during this period.

Prime Minister Narendra Modi also congratulated Yumnam Khemchand Sing on taking oath as the Chief Minister of Manipur.

With the Assembly set to meet and a new government in place, Thursday’s session is expected to formally reopen legislative proceedings and outline the immediate priorities of the Khemchand Singh-led administration.
