The National Investigation Agency (NIA) has arrested two more alleged terror operatives in connection with the November 10, 2025, blast near Delhi’s Red Fort area, taking the total number of arrests in the case to 11.

The two accused have been identified as Zameer Ahmad Ahangar from Ganderbal, Jammu and Kashmir, and Tufail Ahmad Bhat from Srinagar, Jammu and Kashmir. The NIA formally arrested them for their active role in the conspiracy behind the Delhi blast. According to the agency’s investigation, the duo had supplied weapons to the prime accused in the case.

The explosion had killed 11 people and injured several others. The main accused, Umer Un Nabi, also died in the blast.

Two accused from Jammu and Kashmir remanded to NIA custody

The NIA, which is probing the larger conspiracy behind the attack, found that Zameer Ahmad and Tufail Ahmad were active overground workers (OGWs) of the terror outfit Ansar Ghazwat-ul-Hind (AGH). The agency has been coordinating with Jammu and Kashmir Police, Haryana Police and other agencies during the investigation.

"They were engaged in the collection of arms and ammunition, intended for use against the Indian State. NIA has further found through extensive investigation and examination of evidence," the release stated.

The release added, "As per the findings of the national counter-terror agency, the Delhi blast conspiracy was masterminded by Umer, along with other accused - Muzammil Ganai, Shaheen Saeed, Mufti Irfan, Adeel Ahmed Rather, as well as five others who had provided shelter and logistical support to the main conspirators. These nine men were arrested earlier from various locations in J&K and Haryana."

Earlier in the day, a Patiala House Court remanded Tufail Ahmad Bhat and Zameer Ahmad Ahangar to NIA custody for 10 days. The agency had sought 15 days of custody to gather more details and uncover the larger terror network behind the attack.

According to the NIA, Zamir Ahmed Ahangar had received a rifle, a pistol and live ammunition from Umer Un Nabi, Mufti Irfan Ahmed and Dr Adeel Ahmed Rather. Both accused were allegedly associated with Ansar Ghazwat-ul-Hind.
