Nearly 500 giant Tricolours installed across Delhi under a Rs 104 crore government initiative are at the centre of a review as authorities are looking at ways to improve their durability and maintenance.

The flags, which have been flying at major intersections and public spaces since 2022 under the 'Deshbhakti' programme, require regular washing, inspection and replacement. Recent storms that swept through the national capital have prompted the Delhi government to reassess the existing system.

What is the Deshbhakti programme?

Launched by the Aam Aadmi Party (AAP) government in 2022, the Deshbhakti initiative saw the installation of nearly 500 large national flags across Delhi. Each Tricolour measures around 35 feet by 50 feet and is mounted on a 115-foot flagpole.

The project was funded through the Delhi Budget and carried a total cost of Rs 104 crore. Maintenance of the flag installations is handled through contracts overseen by the Public Works Department (PWD).

How are the flags maintained?

The Tricolours are made of polyester and undergo a scheduled maintenance process. Under current norms, each flag can be washed up to five times before replacement. Apart from washing, the flags are routinely replaced about four times a year, usually around major national events such as Independence Day and Republic Day.

“These are huge flags and, after repeated washings, the fabric weakens,” PWD Minister Parvesh Verma said on Wednesday, per a report by Hindustan Times.

Storms expose challenges

A series of storms over the past two weeks caused damage to several flag installations across the city. On June 9, wind speeds crossed 120 kmph in some areas.

PWD received reports of damage from locations, including Sarojini Nagar, Seemapuri, Nand Nagari, Nizamuddin, Shakurpur, Madanpur Khadar, MG Road near Kamla Nehru Ridge, Ashok Vihar Phase III, Malviya Nagar, Dilshad Colony, Naya Bazar Road in Sadar Bazar and Dhaula Kuan, HT reported.

The department temporarily removed all 500 flags during periods of severe weather because of the extent of the damage reported.

Changes under consideration

The BJP-led Delhi government has commissioned a technical study to identify stronger and more weather-resistant fabric for future installations.

Per HT, officials are examining higher GSM fabric, better stitching quality, fewer wash cycles and an increase in replacements from four to eight times annually. Revised tender conditions are also being planned to ensure contractors follow the updated standards.

According to the government, a team of engineers is expected to submit its recommendations within the next two weeks.
