India has issued a demarche to the United States following a strike on a commercial vessel off the coast of Oman. The strike, known to be made by the US military, has left three Indian crew members missing. The formal diplomatic protest was issued after the US Chargé d'Affaires in Delhi was summoned, and strong concerns were raised surrounding the strike and the safety of Indian seafarers.

What is a demarche?

When a specific reason of concern arises, a demarche is issued by one government to another as a formal diplomatic protest. In terms of severity, it lies between a normal statement of concern and diplomatically aggressive measures such as the imposition of sanctions, expulsion of diplomats, or downgrading of diplomatic relations.

After the strike on the Indian vessel, the government summoned US Chargé d'Affaires Jason Meeks and issued a formal protest and raised concerns regarding Indian nationals at sea, as per News18.

A demarche is issued by summoning a foreign diplomat to issue a formal written protest. The protesting side can also demand explanations and accountability for the incident concerned, and also convey its displeasure.

Ship struck off the coast of Oman

The Palau-flagged commercial ship Settebello came under attack from US forces while moving off Oman. The ship had 24 Indian crew members among a total of 28 personnel, of whom 21 have been rescued, but 3 remain missing. Omani authorities are conducting extensive search operations, News18 reported.

The ship was struck amid escalated tensions between the US and Iran in the Gulf region. This strike is the second such incident this week that vessels carrying Indian crew came under US attack. US forces had previously hit another Palau-flagged ship named The Marivex in the Gulf of Oman on Monday, BBC reported.

Through the issuance of a demarche, New Delhi has signaled that it expects complete accountability on behalf of the United States. While the US remains a close strategic partner, India has time and again shown that it will raise concerns whenever Indian citizens are affected by the actions of even friendly nations.
