Amid political debate over shifting the state secretariat, officials on Tuesday inspected Writers' Building, also known as Mahakaran, to assess its current condition and readiness. Entry of employees was allowed after checking, indicating ongoing administrative activity at the site.
The development comes after Shamik Bhattacharya stated in recent interviews that if the BJP comes to power, governance would be run from Mahakaran instead of Nabanna. The state secretariat was shifted from Mahakaran to Nabanna in 2013, though several departments have continued to function from the historic building.
Departments still operating from Mahakaran
At present, multiple key departments continue to operate from Mahakaran. These include the Home and Hill Affairs Department, Personnel and Administrative Department, Land Reforms Department, Agriculture Department, and parts of the Public Works Department.

In addition, the Law Department, Judicial wing, and sections of the Parliamentary Affairs Department are also based there. Despite the shift of the main secretariat, Mahakaran remains an important administrative hub.
Infrastructure gaps despite renovation
Renovation work was carried out in 2021 after consultation with the Heritage Committee and experts. Several crores were spent on structural upgrades. The Chief Minister's chamber is located on the second floor, along with a small meeting room. However, both are currently under construction.
Officials and staff point to multiple infrastructural shortcomings. There are complaints of inadequate water supply in toilets, especially on the ground floor. Women employees reportedly face difficulties due to this and often have to use facilities on upper floors.

Issues related to waste management have also been raised. Garbage disposal is irregular, and stray animals often enter certain areas, worsening sanitation conditions. In several sections, paint and cement are peeling off walls.
Renovation is ongoing in parts like the rotunda veranda, while preserving the heritage structure. A modern lift has been installed but is not operational yet. The third floor is relatively more prepared for use compared to the second floor.
Several damaged sections in the building and verandas are yet to be repaired. Multiple canteens and a press corner continue to function within the premises.
