Kuwait has recently introduced a multiple-trip exit permit system, allowing workers to travel abroad several times using a single permit, in a move which is aimed at reducing paperwork and simplifying travel-related procedures.
The new facility has been launched by the Public Authority for Manpower (PAM) as part of the country’s ongoing push to digitise labour and government services. Until now, workers were required to obtain a separate exit permit for each overseas trip, a process that involved repeated applications and employer approvals.

Under the updated system, one permit can cover multiple journeys within a defined validity period. The service is fully digital and electronically linked with the Ministry of Interior, ensuring that once a permit is approved, the details are automatically shared with immigration authorities.
Employers can set pre-approvals
PAM said the system also allows employers to provide advance approval for exit permits. Employers can grant pre-approval to individual employees, selected groups, or their entire workforce under a specific licence. An option is available to exclude specific workers where required.
Employers can modify, suspend or withdraw pre-approvals at any stage through the online system. Approved permits can be printed by both employers and workers for reference.
Application process
Applications for the multiple-trip exit permit can be submitted through the Ashal portal for companies and manpower services or via the Sahel app for businesses and individuals.

Applicants must select the permit type, enter the start and end dates, and submit the request. Once submitted, the system generates a transaction number and displays the application status. Employers managing pre-approvals can search registered workers through the portal and finalise approvals digitally.
PAM said the new permit system is intended to reduce administrative delays, ease travel planning for workers, and improve coordination between labour and immigration authorities.
