Prasar Bharati’s direct-to-mobile tests draw COAI concerns over policy framework

Telecom operators have raised red flags over Prasar Bharati’s direct-to-mobile TV tests, warning of transparency issues and possible impact on 5G spectrum meant for telecom services.

Live TV channels will be viewable on mobile phones without cellular connectivity. Prasar Bharati authorities are researching special technology (direct-to-mobile) to provide customers with such facilities. However, they have not included telecom operators and companies involved in the mobile device business in this research. According to news agency reports, the Cellular Operators Association of India (COAI) authorities have expressed concerns about the recent technological tests conducted in direct-to-mobile research.

The report further claims that Prasar Bharati authorities have already signed an agreement with IIT Kanpur for technical verification of multiple issues, including telecom connectivity and mobile device overheating in the context of direct-to-mobile broadcast services. Recently, IIT Kanpur authorities conducted a test at the Telecom Engineering Centre through their technology partner Arasion Technology.

The test report was published in November 2025. However, COAI authorities expressed concerns about that test on Monday. They claim they are worried about the recent technological tests conducted for direct-to-mobile broadcasting in India. According to them, this process is not consistent with the government's transparent, consultative and technology-neutral framework structure. However, Prasar Bharati authorities have not commented on this matter.

Some telecom companies claim that five-G spectrum bands required for telecom services may be needed for direct TV channel broadcasting on mobiles.
