The state cabinet has given clearance for creating a 'common cadre' for directorates. This is undoubtedly great news at the end of the year for those working in directorates under various departments. As a result, promotion opportunities will increase, and posting will also become more convenient. While secretariat-based employees had limited opportunities and benefits until now, this time directorate employees will also get increased benefits.
Until now, the Common Cadre Wing or CCW was only available for secretariat cadre. CCW means these employees get opportunities for transfer and promotion between various departments. Consequently, they also get more opportunities and benefits. The Personnel and Administrative Reforms (PAR) department transfers them to different departments. Promotion matters are also handled from there.

On the other hand, a person from directorate and regional who gets a job in a department is often seen retiring from that same department. By the time they joined a directorate, they would reach retirement after getting at most one promotion from there. This will no longer happen from now on. By creating a common cadre and bringing it under the Personnel and Administrative Reforms department, official circles believe that doors for their transfer to other directorates will also open. Simply put, promotion opportunities will increase.
According to sources, the state currently has 106 directorates with more than 11,000 employees. West Bengal State Government Employees Federation Chairman Manas Bhuiya said, "The Chief Minister has recognized Lower Division Assistants, Upper Division Assistants, and Head Assistants as directorate staff in the cabinet. This is a very important step."
