A Pakistani-origin immigrant studying in the United States has been arrested for allegedly planning a mass shooting on a school campus. The suspect, 25-year-old Luqmaan Khan, a student at the University of Delaware, was taken into custody after authorities recovered a cache of firearms, ammunition, body armour, and a handwritten manifesto containing phrases like "kill all" and "martyrdom," according to the US Department of Justice (DoJ).

Khan was arrested on November 24 after police found him inside his pickup truck in a park after hours and decided to conduct a search. Inside the vehicle, officers discovered a .357 calibre Glock handgun loaded with 27 rounds and inserted into a microplastic conversion firearm brace kit. They also found three additional loaded 27-round magazines, a loaded Glock 9mm magazine, an armoured ballistic plate, and a marble notebook.

The notebook detailed discussions on weapons, how they could be used in an attack, and methods to evade law enforcement after carrying out such an assault. It also referenced a University of Delaware police officer by name and included a layout of a building labelled "UD Police Station" with marked entry and exit points. Police described the content as "premeditated assault plans" and "warfare techniques."

ABC 6 reported that the manifesto repeatedly mentioned "kill all" and "martyrdom." According to the New York Post, Khan told investigators after his arrest that becoming a martyr was "one of the greatest things you can do." Though born in Pakistan, Khan has lived in the United States since he was a "youth" and is an American citizen, the report said.

Following the arrest, the FBI raided Khan’s Wilmington home, recovering an AR-style rifle with a red-dot scope and a second Glock pistol fitted with an illegal device that converted it into a fully automatic machine gun capable of firing 1,200 rounds per minute. Investigators also seized 11 extended magazines, hollow-point bullets, and a bulletproof vest. None of the recovered weapons were registered.

Khan was charged on November 26 with illegally possessing a machine gun and remains in custody as the FBI continues its investigation.
