The Delhi Government is set to spend around ₹7 crore to secure and maintain three partially constructed hospital sites across Delhi, highlighting the cost burden of stalled infrastructure projects. According to Ians News, approximately ₹2.43 crore has been earmarked for the Madipur hospital, ₹2.39 crore for Jwalapuri hospital, and ₹2.22 crore for the new block at Lok Nayak Jai Prakash Narayan Hospital. The expenditure will cover one year.
Round-the-clock surveillance planned
Authorities said the incomplete complexes require continuous monitoring to prevent theft, vandalism and deterioration. Security agencies will deploy CCTV systems and operators working in three shifts to ensure round-the-clock surveillance. In addition to security, several unfinished sections of the hospitals require basic maintenance work, such as electrical wiring and dewatering, as the sites have remained idle for extended periods.
Delays raise concerns over public spending
The decision to allocate funds for safeguarding incomplete hospitals has triggered concerns over the utilisation of public money. Construction on these projects has been stalled for nearly two years, with no facilities yet operational despite significant investment. By April 2025, more than ₹1,000 crore had already been spent on these hospital projects, with progress reportedly ranging between 65% and 80%. However, none of the projects has been completed so far.

Shift to PPP model for completion
Earlier this year, the government announced plans to revive and complete the stalled hospitals by shifting them to a Public-Private Partnership model. Officials said timelines would be drawn up to ensure their completion under this new framework. The move is aimed at accelerating project delivery and reducing further delays, though details on execution and private participation are still being finalised.

Broader push for healthcare expansion
The developments come amid a wider push to expand healthcare capacity in Delhi. The government is also planning a new medical college in Dwarka, estimated to cost over ₹800 crore, as part of efforts to strengthen medical education and infrastructure in the capital. However, the continued delays in existing projects underscore the challenges in execution, raising questions about timelines, accountability and cost efficiency in public healthcare development.
