Saudi Arabia has lifted its five-year ban on Lebanese imports, signalling a thaw in ties after years of tensions. Riyadh cited 'positive steps' taken by the Lebanese state.

Saudi Arabia has ended its five-year ban on imports from Lebanon, a decision that immediately signaled progress in the long-frayed relationship between the two countries and the wider Gulf region.

The kingdom announced the reversal on Wednesday, according to the Associated Press, after imposing restrictions in 2021 and later widening them to cover all Lebanese products.

The original curbs were introduced after Saudi authorities accused Lebanese produce shipments of being used to smuggle drugs, including a case in which more than 5 million Captagon pills were found hidden in pomegranates shipped from Lebanon.

A diplomatic frost long in the making

The ban had become one of the most visible symbols of the breakdown in Saudi-Lebanon relations.

It was expanded after then-Lebanese information minister George Kordahi publicly criticised Saudi Arabia’s war against Iran-backed rebels in Yemen, deepening an already difficult diplomatic split.

The broader crisis also reflected Riyadh’s rivalry with Iran and its irritation over the influence of Hezbollah in Lebanon, at a time when Lebanon was already struggling with a severe financial collapse and a plunging currency.

Riyadh points to change in Beirut

In its statement announcing the policy shift, Saudi Arabia’s foreign ministry said the move was ordered by Crown Prince Mohammed bin Salman and came in response to “positive steps taken by the Lebanese state.”

The ministry did not spell out those steps. Over the past year, Lebanon’s government had announced plans to disarm non-state groups, including Hezbollah. The Lebanese army had made some progress in the south before the latest Israel-Hezbollah war escalated.

Trade returns, questions linger

Lebanese President Joseph Aoun welcomed the Saudi decision, saying it “will contribute tangibly to reviving the national economy and providing support to broad segments of Lebanese producers and exporters.”

Lebanon’s current government, which came to power last year on a reform platform, has been trying to rebuild ties with Gulf states, including efforts to bring back Gulf tourists after some travel restrictions were eased.

The import ban’s removal now opens the door to renewed trade, but the underlying political tensions that drove the rupture remain a central factor in how far the thaw can go.
