Delhi plans stricter B&B rules with CCTV mandate, room cap and new gold-silver classification

Delhi’s proposed Bed and Breakfast Policy 2026 seeks to tighten regulations for homestay-style accommodations.

Delhi’s tourism infrastructure could soon undergo a major transformation as the Delhi government has proposed a fresh regulatory framework for Bed and Breakfast establishments across the national capital. The draft Bed and Breakfast Policy 2026 introduces stricter operational standards, mandatory safety measures, and a classification system aimed at standardising small-scale accommodation facilities operating from residential properties.

Under the proposed policy, only residential houses with a maximum of eight rooms and 16 beds will qualify to function as Bed and Breakfast units. The move is aimed at promoting community-based tourism while preventing commercialisation of residential neighbourhoods.

New Gold and Silver categories proposed

According to the Hindustan Times, the draft policy proposes two categories for B&B units, Gold and Silver, depending on room size, amenities, furnishings and sanitation standards.

According to officials, Gold Category properties must offer guest rooms measuring at least 120 square feet along with facilities such as wardrobes, study tables, televisions, filtered drinking water, proper ventilation and air-conditioning or cooling systems where required. Bathrooms in this category must include western-style toilets, running hot and cold water, proper drainage and enhanced toiletries.

Silver Category establishments will have relatively relaxed norms. Rooms must have a minimum size of 100 square feet and provide clean bedding, cooling arrangements, filtered water and attached or dedicated bathrooms.

CCTV, police verification and safety compliance mandatory

According to the Hindustan Times, the proposed framework places strong emphasis on guest safety and monitoring. All registered B&B units will be required to install CCTV cameras in common areas and entry points, maintain guest records, and comply with police verification norms.

The draft also mandates adherence to foreign guest reporting requirements alongside basic emergency infrastructure such as fire extinguishers, first-aid kits, emergency contact displays, and secure door locks.

Officials said owners or caretakers must remain available at the property at all times to assist guests and handle emergencies.

Government aims to boost tourism through homestays

According to the Hindustan Times, the Delhi government believes the revised framework will encourage affordable, culturally immersive stays while improving accommodation capacity in the city.

The draft policy also proposes a self-certification and self-renewal mechanism through an online system. Registrations could receive deemed approval within seven working days after document submission and payment of fees.

Commercial activities such as banquet operations, bars, hotel-style signage and structural modifications violating residential zoning norms will remain prohibited.

According to official data, over 2,200 rooms across 432 houses had been registered under Delhi’s earlier Bed and Breakfast scheme by 2023. Authorities have now invited public suggestions and stakeholder feedback within 30 days before finalising the policy.
