Traveling on Indian Railways without a proper ticket will soon cost travelers much more starting July 1, as the lowest fine for traveling without a ticket is slated to increase from Rs 250 to Rs 500. The amended provision was introduced through the Jan Vishwas (Amendment of Provisions) Act, 2026 that amends Sections 137 and 138 of the Railways Act, 1989.
As per the railway authorities, the step was taken to curb cases of ticketless travel, improve the process of enforcement of fines and protect railway earnings. The amended provision will be applicable to those traveling without a ticket, with an invalid ticket, or beyond the authorized distance of their tickets.

Officials said the changes are intended to improve compliance with ticketing regulations while ensuring that existing provisions related to fare recovery and additional charges remain unchanged.
Higher penalties, existing punishments to continue
Under the revised rules, the minimum penalty and excess charge payable by offenders will increase to Rs 500. The same minimum penalty will also apply in cases involving fraudulent intent, according to the amended provisions.
However, some of the other punishments under the Railways Act would remain unaltered. Any passenger who violates the provisions regarding tickets could be jailed for up to six months, fined up to Rs 1,000 or both at the discretion of a competent court.
Some of the changes in the rules would distinguish between the penalties imposed by the authorized railway personnel and those imposed by the competent court. While the railway officers have the right to impose penalties on the spot, the process of prosecution could take place if the passenger refuses or fails to pay the penalty amount.

These changes are being made while the Indian Railways is making various efforts to cut down revenue loss due to ticketless travel.
