Reacting to the Union Budget 2026–27, Parthiv Neotia, Joint Managing Director of Ambuja Neotia Healthcare Venture Limited, said the Budget outlines a forward-looking roadmap for strengthening India’s healthcare and life sciences ecosystem, with a sharp focus on innovation, manufacturing, and global competitiveness.
Biopharma Shakti to strengthen domestic capabilities
Neotia highlighted the government’s emphasis on Biopharma Shakti as a key takeaway from the Budget. “The Union Budget 2026–27 reflects a forward-looking vision for India’s healthcare ecosystem. The strong emphasis on Biopharma Shakti, with an outlay of ₹10,000 crore to build a globally competitive biopharmaceutical manufacturing base, is a transformative step that can significantly enhance domestic innovation, reduce import dependence, and strengthen India’s position in the global life sciences ecosystem.”
According to him, this step has the potential to significantly boost domestic innovation while reducing the country’s dependence on imports. “At a time when global supply chains are seeking trusted and scalable alternatives, this strategic thrust supports advanced biologics and biosimilars manufacturing while reinforcing research infrastructure and regulatory excellence, which are critical for long-term industry growth”, he said.
He noted that the strategic focus on advanced biologics and biosimilars manufacturing, along with investments in research infrastructure and regulatory excellence, will be crucial for the sector’s long-term growth. These measures, he said, can help create a stronger foundation for sustainable industry development.

Medical tourism gets a renewed focus
Another major highlight, Neotia said, is the Budget’s focus on medical tourism through the creation of five regional medical hubs across the country. “By integrating advanced care facilities with education, research, and Ayush-centric offerings, the budget lays the foundation for a world-class medical tourism ecosystem that can attract global patients, create high-value employment, enhance private sector collaboration, and improve access to advanced therapies,” he mentioned.
Neotia said, “These measures underscore the government’s commitment to leveraging private sector synergies and improving health outcomes.”
