Punjab launches Rs 3,500 crore school reform plan, aims for global standards

Punjab has launched ‘Sikhya Kranti 2.0’, a Rs 3,500 crore school reform programme with World Bank support after topping a national education survey.

In a major announcement on Tuesday, the Aam Aadmi Party (AAP) government said that it had launched 'Punjab Sikhya Kranti 2.0', a six-year school reform programme with a total outlay of Rs 3,500 crore. Punjab ranked first in the PARAKH Rashtriya Sarvekshan 2024, a national school assessment. The government cited this as concrete proof that its education reforms are working.

News agency PTI reported that the initiative aims to bring Punjab's government schools up to global standards. The World Bank will co-fund this mission and provide Rs 2,500 crore as loan assistance.

The state government will add Rs 1,000 crore from its own Budget. Officials say the World Bank's involvement reflects international recognition of the progress Punjab has already made in public education.

Chief Minister Bhagwant Mann pointed to the national ranking as proof of real change. As per PTI, he stated, "Punjab has shown that government schools can lead the nation. Ranking number one in PARAKH Rashtriya Sarvekshan 2024 is proof of that transformation. With Punjab Sikhya Kranti 2.0, we are now preparing our education system to compete with the best in the world.

The collaboration with the World Bank reflects the credibility and transparency with which Punjab has carried out education reforms. This is the next leap forward in our commitment to every child."

Building on two years of ground work

Phase 1 of Punjab Sikhya Kranti has already delivered results. Over the past two years, the state has operationalised structured career guidance systems in schools. Access to science and commerce streams has been expanded. Teacher training has been strengthened. Thousands of schools have seen infrastructure upgrades.

Crucially, officials say these were not just policy announcements. The reforms led to measurable outcomes on the ground. This credible track record is what made the World Bank partnership possible. The new phase aims to institutionalise the gains of Phase 1. It will lock in the progress made and push further.

Meanwhile, Education Minister Harjot Singh Bains said Phase 1 results have made Phase 2 possible. "Punjab Sikhya Kranti has already delivered measurable results and the next phase will expand the scale and depth of reforms," said Education Minister Harjot Singh Bains according to PTI.

He further added, "Punjab Sikhya Kranti 2.0 will now accelerate our journey from national leadership to global excellence. Every child in Punjab deserves opportunities that match international standards, and this mission will help us achieve that vision."

The larger goal

The government says this mission is outcome-driven, not announcement-driven. Every intervention under Punjab Sikhya Kranti 2.0 will be measured for results. The long-term aim is to prepare Punjab's education system to compete with the best in the world -and ensure every child gets opportunities that match international standards.
