District Magistrate (DM) Sahila Heer has garnered much attention lately for her proactive role in facilitating Nitish Kumar’s ‘Samriddhi Yatra’ in Buxar district, Bihar. Her hands-on presence, coordination, and monitoring of development schemes have garnered much appreciation in the region, with the locals and officials praising the District Magistrate’s proactive attitude.
Who is Sahila Heer?
Sahila Heer is a 2018-batch IAS officer of the Bihar cadre, currently serving as the District Magistrate of Buxar. Known for her efficiency and clarity in decision-making, she has built a reputation as a result-oriented officer across her postings.

Hailing originally from Jalandhar in the state of Punjab, she completed her schooling at MGN Public School. Her higher education was undertaken at Thapar Institute in the city of Patiala. She passed the civil services examination in her fourth attempt and secured an all-India rank of 572. Her inspiration for a career in civil services came from the ideas of APJ Abdul Kalam and B R Ambedkar, and focused on the themes of inclusive growth, women’s empowerment, and youth development.
Before assuming her current role, she worked as Director of Primary Education in the state of Bihar and undertook various structural reforms in the field. These included the introduction of a transparent system of transfer of teachers, furthering the long-pending process of promotions, and making the system of grievance redressal more effective. She also focused on furthering the effective implementation of the mid-day meal programme through increased transparency and systems.

Her earlier postings include roles as Sub-Divisional Magistrate in Narkatiaganj and administrative responsibilities in districts like Saharsa and Purnia, where she has addressed critical issues of governance.
Role as Buxar DM
As District Magistrate, Heer oversees law and order, revenue administration, and disaster management. She is also responsible for implementing critical schemes like MNREGA, PM Kisan Yojna, housing schemes, and pension schemes. Her duties also include managing elections and ensuring proper land records and redressing public grievances.
