Delhi’s waste overhaul begins: MCD rolls out roadmap under new 2026 rules

MCD has outlined a phased plan to implement stricter waste management rules, targeting 100% segregation by 2027.

Delhi is preparing for a major shift in how it handles waste, as the Municipal Corporation of Delhi (MCD) rolls out a roadmap to implement the Solid Waste Management Rules, 2026, from April 1.

New rules to tighten waste management

According to The Times of India, these new regulations will replace the 2016 framework and aim to enforce stricter segregation, improved accountability and better processing of waste at the source. A detailed implementation report has already been submitted to Mayor Raja Iqbal Singh.

Ward-level plans and phased rollout

To achieve 100% source segregation, MCD plans to introduce ward-wise and zone-specific blueprints tailored to local conditions. Authorities believe a one-size-fits-all approach will not work, given the diversity across Delhi’s neighbourhoods. The civic body is also proposing an alternate-day waste collection system. Wet waste would be collected on select days, while dry waste would be picked up on others. The rollout will begin with pilot projects before being scaled up citywide. In addition, elected representatives will be involved as facilitators to drive awareness and community participation. Incentives such as property tax rebates are also being considered to encourage compliance.

Push for zero-waste colonies and infrastructure revamp

MCD aims to expand the number of zero-waste colonies by identifying two to five new areas every month. At the same time, old dhalaos and secondary storage points will be converted into material recovery facilities to discourage mixed waste dumping. Earlier efforts under the 2016 rules had limited success, but officials are now banking on stricter enforcement and better planning to deliver results. As of December 2025, Delhi had achieved around 60% waste segregation. The target is to reach 85% soon, 90% by August and 100% by January 2027.

Stricter rules for bulk waste generators

A key feature of the new rules is the introduction of extended bulk waste generator responsibilities. Businesses generating over 100 kg of waste daily will be required to process it on-site or through authorised agencies within a year. These bulk generators must also register and report their waste management practices via the MCD 311 app. However, compliance remains a challenge, with only a fraction of the estimated 10,000 such entities currently registered. With stricter rules, phased implementation and accountability measures, Delhi’s waste management system is set for a comprehensive overhaul.
