Mamata Banerjee on Sunday announced that employees and pensioners under the West Bengal government will start receiving their long-pending ROPA 2009 Dearness Allowance (DA) arrears from March 2026.
In a post on social media platform X, the Chief Minister said the Ma-Mati-Manush government had fulfilled its promise to government employees, teachers and pensioners by initiating the payment process.
“I am happy to announce that our Ma-Mati-Manush government has delivered on its promise to all its employees and pensioners, and to lakhs of teachers and non-teaching staff of our educational institutions, as well as employees/ pensioners of our other grant-in-aid institutions like panchayats, municipal bodies, other local bodies etc.” Banerjee wrote in the post.

"They will start receiving their ROPA 2009 DA arrears from March 2026 onwards as per the modalities detailed out in the Notifications issued by our Finance Department."

Lakhs of employees, teachers and pensioners to benefit
According to the announcement, the payment will benefit state government employees, pensioners, teachers and non-teaching staff, as well as employees and pensioners of several grant-in-aid institutions, including panchayats, municipal bodies and other local authorities.
The Chief Minister said the disbursement will be carried out as per the modalities detailed in notifications issued by the state Finance Department. The arrears relate to the ROPA 2009 pay revision framework, under which employees were entitled to Dearness Allowance adjustments.

The move is expected to benefit lakhs of employees and pensioners across West Bengal, many of whom had been awaiting clarity on the payment schedule of the pending arrears.
